Second order water scarcity in Southern Africa

The DFID Engineering KaR Programme: Proposal W1-17, 2002-2007

Karen Peters

Karen Peters grew up in Zimbabwe and South Africa, as part of her family's involvement in the struggle against apartheid, exposing her to a multi-cultural landscape crossing both rural and urban divides. Her interest in social issues and service delivery culminated in a Masters dissertation (Cum Laude) which critically analysed the provision of water to low-income households in Grabouw, Western Cape. Her analysis of the impact of cost recovery on households was published in Urban Forum (2005) and she continues to explore water issues.

Currently, her research includes an analysis of the effectiveness and impact of Integrated Development Planning on municipal management in the Western Cape. In the context of this project, Karen is the cape town-based researcher conducting the Grabouw case study.
